I still don't understand the control with other ops...If I make a person an op in a room, does that by default make them able to pass op privileges on, or can I control that as an owner?

if you give them +o in chanserv's access list, the person can op themselves and (unless chanserv's SECURE flag is set) op other people who are not on access list
