joinrer: release is only needed when services have placed a temporary hold on the account after too many failed login attempts, and this only happens when 'enforce' is enabled (/msg nickserv help set enforce)

'enforce' is not turned off when 'release' is applied, releasing a nick simply means that you can /nick to it again
